報告：英銀行業須徹底改革

（法新社倫敦18日電） 英國在傳出倫敦銀行間拆款利率（Libor）醜聞後成立的政府機構，今天公布總結報告並建議，英國必須「大刀闊斧」改革陷入醜聞的銀行，將膽大妄為的銀行主管監禁，並延後發放獎金長達10年。

主要由國會議員組成的國會銀行業標準委員會（Parliamentary Commission on Banking Standards）論定，銀行高層主管必須對不法行為負起個人責任，魯莽行事將觸犯刑責，會被判處徒刑。

英國國會銀行業標準委員會的報告「永遠改變銀行業」（Changing banking for good），概述了「大刀闊斧改革」的作法，並說這是加強規範所必須。

英國銀行業近年來因為醜聞頻傳而致聲譽受損，包括操縱倫敦銀行間拆款利率、違規銷售信用保險以及2008年全球金融危機之前的員工行為和紅利爭議。

擔任標準委員會主席的保守黨國會議員泰利（Andrew Tyrie）說：「最近的醜聞、包括促使國會成立委員會的銀行拆款利率操縱行為，使廣泛而令人震驚的不當行為東窗事發。」

「納稅人與顧客雙輸，經濟受到影響，金融業名聲嚴重受損，而民眾對銀行業者的信任也跌至新低。」

「有欠考量與行為不當有許多共同原因，但沒有單一解決方案，可以恢復對銀行業者的信心。這份總結報告提出了整套建議，一旦全面實施，將使銀行業永遠脫胎換骨。」（譯者：中央社張曉雯）
