十二年國教母法三讀　全教總：偏心私校

十二年國教103年就要實施，立法院昨(27)天三讀通過高級中等教育法及修正專科學校法，但卻引發全教總直批，措施背離政策目標、完全向私校傾斜。

全教總說，私校法第57條未同步修正，導致部份私立國中仍可不受法令限制，在入學方式、班級人數、編班方式等完全自主，這對義務教育已是一大放水；由於高中職即將接近免學費，教育部未能要求教委會審查，刻意產生國中教育的偏差和扭曲生態，公立國中要零拒絕，私立國中精挑細選，義務教育精神蕩然，國中教育不正常，高中職教育又如何會正常。

另外，全教總也點出另一問題「直升不設限」，教育部同意直升上限為60%，不接受分類訂定比率(無補助者不限制，有補助者低比率)，等於要讓直升不受限制，保護了「買國中送高中」、「考國中唸六年一貫班」的經營巧門，十二年國教的目的完全被混淆。

全教總狠批這波十二年國教立法、修法，完全向私校傾斜，加上化簡為繁的比序，由易轉難的考試，已非人民所期待的十二年國教，措施背離政策目標。
