美參院通過移民法案 眾院闖關挑戰多

美國參議院於美東時間27日，以68張贊成票比32張反對票通過移民改革方案，下一步交由眾議院表決。此法案若順利通過，約有高達1100萬的非法移民，將以13年時間逐步成為公民。

根據BBC報導，美國參議院於27日通過全面性的移民改革法案，法案內容包括2011年12月31日前抵美的非法移民將逐步成為美國公民，有利於美國1100萬非法移民。此外，美國也將加強邊境監控與管理、要求雇主在4年內確實核實雇員身分、為外國企業家提供創業簽證，並為低技術和農業工人設立新的簽證計劃。

此項法案由參議院通過後將交由眾議院進行進一步的表決，而外界預測，此法案將在眾議院面臨眾多挑戰。美國總統歐巴馬發表聲明指出，參議院已盡職責，目前就等眾議院採取同樣行動，呼籲眾議院跟進通過。

針對此項移民改革法案，許多持反對立場的共和黨員認為，此法案將使美國失業率增加，並降低美國人的平均收入。

移民問題是歐巴馬第二期任內的優先工作，歐巴馬要求國會在今年秋天前通過移民相關立法。若順利通過，歐巴馬預計此移民改革將有助中產階級帶動美國經濟成長，並降低國內經濟赤字，而此項跨黨派立法也將是繼1986年雷根總統的移民改革大赦約270萬非法移民後，最大一次的移民政策。
