行政院昨（11）晚拍板確立開放非金融業第三方支付儲值業務，經濟部表示，將努力研議對第三方支付適度的管理規範，希望兼顧金融監管、洗錢防制和消費者權益保障，同時牽涉個人資料保護。

行政院長江宜樺要求經濟部儘速擬定電子商務第三方支付的完整管理規範，張善政昨晚受訪時說，不覺得需要訂定專法，只要有一套新的完整管理規範，把第三方支付「講清楚」。

張善政表示，現在對於第三方支付並沒有任何限制，只有金管會要不要放行的問題，過去不敢放行是因為「該管的沒管會有漏洞」，現在由經濟部出來把該管的規範擬定出來，不認為需要透過立法。

經濟部商業司負責電子商務，副司長陳秘順表示，管理規範的形式，要視現有法規是否得以援引增設行政命令，若有必要不排除訂定專法。
