基隆市火車站旁中山橋人行陸橋的一處彎道橋段，8日中午突然翻轉斷落，走在陸橋上的詹姓女子摔落到火車站月台，幸好只受輕傷，但因驚嚇過度暫時性失憶。基隆在地的親民黨副祕書長劉文雄抨擊，那如果哪一天來個三級地震，那不是全基隆市都垮了？

中山陸橋兩年前已檢測出是危橋，市府卻遲遲未修復。基隆市長張通榮8日晚間到現場視察表示，市府很早就發現陸橋需要整修並向中央申請補助，但錢始終下不來，現在橋斷了，中央可能就會著急，希望中央撥預算給基隆市，整修其他待修橋梁。

基隆市府工務處表示，基隆共有182座橋梁，已檢測有47座橋梁因劣化偏高，編列1000萬元預算進行補強，未來將持續向中央爭取維修預算。

劉文雄說，將橋樑斷裂歸咎於地震，這還真是推的一乾二淨，當(7)日震央在南投，基隆只二級地震，陸橋就垮了，「那如果哪一天來個三級地震，那不是全市都垮了？」

台灣本就是自然災害頻繁地區，公共建設方面，本應該考量抗災強度，尤其是交通建設，但是現在的首長，每天忙著剪綵，該為民眾把關的不做，施政次序顛倒，預算移急濟緩，把民生安全議題擺在最後，遇到問題拼命卸責，民眾怎會安心？
市政怎能不亂？

劉文雄說，汛期已至，希望政府重新檢視全國的道路橋梁，對於潛在安全風險之老舊橋梁，要立即檢討，有問題的立即封閉補強，務必確保民眾通行安全無虞。

另外，劉文雄說，2009年的五千億擴大公建投資計畫中，有千億元預算用在省道橋梁及危險路段緊急改善，錢花到哪裡去了？政府應該要向全國民眾說明。
