立法院外交國防委員會，27日原先邀總統府秘書長楊進添、國安會秘書長袁健生列席備詢，但兩人最後請假缺席，只剩下外長林永樂。

立法院外交國防委員會，27日原先邀總統府秘書長楊進添、國安會秘書長袁健生列席備詢，但兩人最後請假缺席，也引發召委蕭美琴不滿，認為台菲近期發生重大事件，這樣的做法是藐視國會。
蕭美琴表示，前日就接獲兩人通知，袁健生打電話向她請假，理由是他們是幕僚，並非主官，同時依照憲政慣例，對立法院負責是行政院而非總統府。
但蕭美琴表示自己無法接受，特別是台菲進來發生重大事件，總統府、國安會完全是規避監督、藐視國會，她深表遺憾。
不過，國民黨立委林郁方指出，這樣的做法已是慣例，過去民進黨主政時期，邱義仁在民國96年擔任國安會秘書長期間也缺席法制委員會邀約，後來當上總統府秘書長也沒到立院列席。
他認為，這樣的做法已慢慢變成傳統，不管大家是否同意，但現狀就是「他們不會來」。他也坦言，當藍執政綠營就希望幕僚來備詢，當綠營執政藍營就希望幕僚出席，如果真要這樣做，必需延議修法。 (接下一頁)
