行政院會昨（23）日通過「消費者保護法」修正草案，未來網購、郵購、上門推銷等「非實體交易」商品，不再享有七天鑑賞期、無條件退貨退費的權利，避免消費者濫用權利，造成業者損失。

未來中央主管機關可視商品性質，報請行政核定後，公告排除適用七日鑑賞期內無條件退貨退費權利。初步鎖定排除電子產品、生鮮商品兩大類，如可複製的3C電子商品、電子書和DVD等。

依照現行消保法規定，網購、郵購、訪問買賣商品或服務，消費者可享七日鑑賞期內無條件退貨退費權利。

行政院消保處副處長吳政學表示，例如App遊戲，民眾下載一周內可能已破關，無條件退費，對業者不公平，未來排除商品主要鎖定兩大類，易腐壞的生鮮商品，以及可複製的3C電子商品、App遊戲程式、電子書、DVD等。
