摘要：由法務部司長陳文琪領軍的調查團，16號抵達菲律賓，卻在昨天下午全數回台，理由是菲律賓政府不願配合調查，使得調查團這三天都在飯店和辦事處中間斡旋，根本沒辦法進行實質調查，陳文琪痛批菲律賓態度傲慢反覆，下午法務部將再召開國際記者會，能不能扭轉台灣在國際上的劣勢形象，各界都十分關注。
