對於十五日貴報報導「集水區鬆綁惹議，將辦公聽會溝通」，台灣生態學會祕書長蔡智豪指「政府一連串鬆綁集水區開發，卻未落實資訊公開，要求舉辦公聽會，落實公民參與」一節，環保署澄清如下：

關於開發行為於水庫集水區應實施環境影響評估的認定標準，環保署曾邀請中央相關機關、地方政府、民間團體等三方推薦專家，召開專家會議討論。專家會議結論為水庫集水區管理宜朝分類、分級、分區考慮。環保署多次召開公聽研商會，也幾度辦理修正預告，經審慎參酌各界意見修正草案內容後，才在一○二年九月十二日發布修正之「認定標準」。修法過程已充分落實資訊公開及民眾參與的機制，相關條文也有許多部分參考納入民間團體所提意見。

環保署慎重參採各方意見才作成認定標準的修正決定，實不容許一些公民團體昧於事實，誤導社會大眾對本案及環保署的認知。
