偽造、變造公文書，足以生損害於公眾或他人者，處一年以上七年以下有
期徒刑。

刑法134條
公務員假借職務上之權力、機會或方法，以故意犯本章以外各罪者，加重
其刑至二分之一。但因公務員之身分已特別規定其刑者，不在此限。

[問題]
關於偽造公文書罪,是否可以說其公務員之身分已特別規定其刑者,所以不該再依134條加重其刑至1/2?(這是上課老師的說法)
but由211條的構成要件覺得不是很明確限定在公務員,因為一般人也有可能去變造公文書
